The death toll from the Ukrainian drone attack on the city of Nizhnekamsk in Russia’s Republic of Tatarstan has risen to 13, the regional government has told the media.
Some 48 people are reported to have been injured. Mayor Radmir Belyaev said “both industrial and civilian sites” were targeted in the city, which is located some 880km east of Moscow.
Russia’s Investigative Committee said one of the civilians killed was a minor. The agency has designated the Ukrainian attack as an act of terrorism, stressing that the targeted locations “had nothing to do with military activities.”
Citizens of Uzbekistan and Tajikistan may be among the fatalities, the administration of Tatarstan said.
The regional Health Ministry has ordered a surge of responders, sending to Nizhnekamsk six additional medical teams from the city of Naberezhnye Chelny and Tatarstan’s center for disaster medicine, a specialized trauma hospital.

Preliminary reports indicate that at least one child was among those hospitalized following the raid.
Tatarstan head Rustam Minnikhanov has declared a period of mourning for the victims of the Ukrainian strikes.
Russian Ambassador-at-Large Rodion Miroshnik has condemned Western nations sponsoring Ukrainian strikes, saying that “every civilian life cut short or ruined is on the conscience of those who give weapons to a Nazi killer and let them think that they will have impunity for their crimes.” The diplomat heads the Russian Foreign Ministry’s mission tracking Ukrainian atrocities.
The Russian Defense Ministry earlier reported that air defense forces had intercepted 456 Ukrainian drones overnight, including over Tatarstan.
Last month, Kiev stepped up attacks on Russian energy facilities, civilian shipping and other key infrastructure as part of what Vladimir Zelensky called a 40-day “pressure campaign” aimed at forcing Moscow to accept Ukraine’s terms for a ceasefire.

The campaign has also seen strikes that caused civilian casualties. Earlier this month, eight people, including four children, were killed and around a dozen others injured when a Ukrainian drone struck a crowded beach in the Russian Black Sea resort of Gelendzhik.
The attack on Nizhnekamsk was the deadliest since Zelensky announced the new strategy, but it was not the worst episode of civilian deaths this year. In January, an attack on a New Year’s Eve party in the resort village of Khorly in Kherson Region killed 29 people. In May, nighttime drone strikes on a vocational college dormitory in Starobelsk killed 21, many of whom were teenage students.
Russian officials have accused Kiev of deliberately targeting civilians in some of the attacks in an attempt to spread fear among the population. Ukrainian officials have repeatedly argued that the conflict must be “brought” to Russian territory in order to increase pressure on Moscow.
Russia has responded by intensifying its own strikes, severely disrupting Ukrainian shipping through the Black Sea and fuel supplies in parts of the country that Moscow considers important to Kiev’s military logistics.
